1. To act in a regulatory, investigatory, advisory and enforcement capacity.
2. To review and approve Development and Expansion plans.
3. To establish, monitor and review rates.
4. To conduct investigations into the standards of service of the service providers.
5. To facilitate interconnection and access between or amongst service providers.
